What is Saylor University?
Saylor University is a nonprofit initiative that has been working in free, online, and open education since 2008. You can learn more about our history, mission, and purpose in the Graduate Program Catalog or at our homepage, www.saylor.org.
Our graduate degree programs opened to a private cohort of students in 2022 and publicly to students worldwide in late 2024.
Where is Saylor University located?
Our office and operations are based in Florida. We do not have a physical campus: all courses are delivered completely online and are completed by students wherever they live.
Is Saylor University accredited?
Yes, as of February 2026, Saylor University holds international accreditation from ASIC.
We are currently pursuing US accreditation.
Saylor University is licensed as a post-secondary school by the Commission for Independent Education of the Florida Department of Education. License details are published on the CIE website.
Will I receive a degree? What degree programs does Saylor University offer?
Yes, students who complete program requirements will receive their degree from Saylor University.
We offer a master's degree in each of these four programs:
- Master of Business Administration (MBA)
- Master's of Science in Marketing (MMKT)
- Master's in Management (MMGT)
- Master's in Entrepreneurship & Innovation (MEI)

We do not have partnerships with specific countries or universities. In all cases, please check with your higher education ministry or your university to learn how your coursework or degree might be recognized.

What are the requirements for admission? Am I eligible?
To enroll in one of the Saylor University master's degree programs, students must:
- Meet residency requirements. These programs are available to students residing in countries outside the United States, excepting Crimea, Cuba, Iran, North Korea, and Syria, and US students residing in Florida. Students in US states and territories other than Florida are not yet eligible, pending US accreditation.
- Have college-level proficiency in English. This requirement is fulfilled by students successfully completing the remainder of the program prerequisites. For non-native English speakers, completion of Saylor University's English as a Second Language (ESL) courses is recommended and may be required prior to enrollment.
- Hold a bachelor's degree from an accredited college or university. Students will be required to submit proof of a completed bachelor's degree when completing the enrollment agreement.
- Pass an entrance exam. Each degree program has a proctored entrance exam that students complete to show proficiency. These exams take the place of other traditional graduate business aptitude exams.
- Complete any prerequisite courses. For the MBA, MMGT, and MEI programs, students must complete the Financial Management course as a prerequisite to enrollment. For the MMKT program, only the entrance exam and enrollment agreement are required.
- Complete an enrollment agreement. As part of this agreement, students will read and agree to the current Graduate Program Catalog and submit proof of identification/residency and degree completion. Once approved, the enrollment agreement represents your formal admission to your chosen program. The date of approval is the start date of your program.

What do the programs cost?
The Saylor graduate programs are tuition-free and there are no costs for learning materials. However, there is a fee for each proctored exam attempt, charged by our proctoring service SmarterProctoring.
Currently, the fee is $5 USD and there are 15 proctored exams in the program. You are able to attempt each exam up to three times if you do not receive a passing grade on your first two attempts.
To help calculate a range of costs for the MBA program, for example, you can multiply 5 x 15 x [1 or 3]: completing all fifteen proctored exams would cost as little as $75 USD or as much as $225 USD. Programs with ten courses and an entrance exam will range from $55 to $165.
Please note that the proctoring fee is not levied by Saylor University and subject to change over the duration of your program, depending on our proctoring provider. Other costs are not subject to change: tuition and materials fees will remain zero-cost throughout your program.
Can I transfer credits into my program?
We do not evaluate transcripts or accept previously completed coursework for transfer into the Saylor masters degree programs.
Because the programs are competency-based, however, any student with the requisite knowledge can complete course final exams to quickly advance in the program.
Can I transfer credits from my program?
Possibly. On request, we will provide an official transcript that includes all of your completed coursework, as well as your degree earned (if you have finished the program).
The receiving institution will always have full discretion, according to their own policies, to accept or reject credits and coursework for transfer. We do not have articulation agreements in place with any partner institutions to help guarantee credit transfer.
How long are the programs?
The Saylor graduate programs are completely self-paced.
Once you have enrolled in the program, you will have up to five years to successfully complete all of your coursework.
A traditional full-time masters program typically takes two years to complete, or one year for intensive/accelerated programs. We expect that most students will take two to four years to complete Saylor program courses at their own pace.
The programs are also competency-based, meaning that students complete each course by passing a comprehensive proctored final exam. A student with the requisite knowledge and skills might complete their courses quickly.
How do I attend my classes?
All Saylor masters program courses are online and self-paced. Although every course is designed by experienced professors, there is no live instruction and no course teaching assistants, and there are also no assignments to hand in for grades.
All of the learning resources you will need, including readings, videos, and other activities, are included in your courses. You will be able to learn at your own pace.
How are coursework and exams completed?
You will take your proctored final exams on our website, through our proctoring provider SmarterProctoring. Before launching your first proctored exam, you should thoroughly review the Student Resources in the SmarterProctoring Help Center.
The proctoring session is launched from your course and has a short onboarding process to confirm your identify, your test-taking environment, your network, and check that your computer hardware/software meets the minimum requirements.
Although the onboarding should take only a few minutes each time, we recommended budgeting plenty of time for your proctoring session so that you won't feel rushed once you have started your exam.
While you are using SmarterProctoring (in the onboarding phase or during your exam), there is a help widget that will put you in touch with 24/7 SmarterProctoring support staff directly. While they won't be able to answer questions about Saylor University or your course, they are able to help you with any technical issues related to your exam proctoring session.
To help maintain your privacy and security, we also recommend that you disable or uninstall the SmarterProctoring browser extension in between your exam attempts.
Alternatively, you can create an additional browser profile, or an additional user account in your computer operating system, to complete your program coursework and proctored exams.
How do I get help with my courses?
Because the Saylor master's program courses are self-paced, we do not have professors, instructors, or teaching assistants who can provide direct academic support.
The Student Resource Center offers ways to connect with other students to ask and answer questions about your coursework.
